FAITH. FAMILY. FARMS. FREEDOM.
Nebraska's 38th Legislative District
Southern Nebraska’s Backbone of Strength, Service, and Stewardship
From the pastures of Red Willow to the prairies of Clay County, Nebraska’s 38th Legislative District is the beating heart of the Heartland. Encompassing the proud communities of southern Phelps, Red Willow, Furnas, Harlan, Franklin, Webster, Nuckolls, and Clay counties, District 38 is a region rooted in faith, family, and freedom—with a legacy of hard work and local pride.
These are not just counties on a map—they’re communities built on handshake deals, Sunday dinners, and harvest-season grit. Here, families raise cattle, grow corn, fix fences, build businesses, and honor their word. Generations of farmers, veterans, teachers, and tradesmen have shaped this land—and their values still define us today.
Our district is home to rural schools worth fighting for, main streets worth protecting, and wide-open skies that remind us daily what it means to be free. Whether it’s a Friday night football game in Franklin, a small-town parade in Nuckolls, or a grain truck rolling down a gravel road in Harlan—District 38 reflects what’s best about Nebraska.

As your representative, I will always fight to defend this way of life. I’ll protect our land from foreign ownership, secure our elections, expand rural broadband, and make sure state government works as hard as you do.
Together, we can keep southern Nebraska strong—because in District 38, we don’t just talk about conservative values. We live them.
Jon Capps
Republican for Nebraska Legislature, District 38
