BLUE HILL, NE  — Jon Capps, an Army veteran, business leader, and “Nebraska First” conservative, has officially filed to appear on the ballot as a candidate for the Nebraska Legislature in District 38. With his filing complete, Capps formally enters the race committed to bringing real-world experience, constitutional leadership, and accountability to Lincoln on behalf of rural Nebraskans. “I’ve officially filed because Nebraska needs leaders who understand the limits of gover
