Jon Capps Commits to 12-Week U.S. Constitution Course: “The Constitution Should Not Be Optional”

BLUE HILL, NE — Jon Capps, Army veteran, IT systems architect, and candidate for Nebraska Legislature District 38, has enrolled in a 12-week U.S. Constitution course through the Institute on the Constitution, beginning January 4, 2026, hosted locally in Hastings.
The course provides an in-depth study of America’s founding principles, the structure and limits of government, and the original intent of the U.S. Constitution—topics Capps says are more important now than ever.
“In far too many cases, elected officials swear an oath to uphold the Constitution without ever truly studying it,” Capps said. “I don’t believe the Constitution should be treated as a slogan or a talking point. It should be understood, respected, and defended.”
Capps noted that while many candidates campaign on conservative values, few are willing to invest the time to rigorously study the document that defines the limits of government power.
“This course should be a prerequisite for anyone running for office,” Capps added. “If you’re going to vote on laws, budgets, emergency powers, or regulations that affect people’s freedoms, you ought to understand the Constitution you’re sworn to uphold.”
The Institute on the Constitution course spans 12 weeks and includes guided instruction, historical analysis, and discussion on constitutional law, federalism, individual liberty, and the role of citizens in preserving a free republic.
Capps says he plans to apply what he learns directly to his legislative priorities.
“My goal is simple: legislate within constitutional boundaries, resist federal overreach, protect individual rights, and restore accountability to government,” he said. “Nebraska doesn’t need more career politicians. We need informed citizens willing to serve.”
Capps pointed to the words of Samuel Adams as a reminder of the responsibility citizens and leaders alike carry:
“It does not take a majority to prevail, but rather an irate, tireless minority keen on setting brushfires of freedom in the minds of men.”
“Those brushfires don’t start by accident,” Capps said. “They start with education, conviction, and courage.”
